{"id":39593,"date":"2026-07-24T13:16:02","date_gmt":"2026-07-24T11:16:02","guid":{"rendered":"https:\/\/sunce-st.org\/?p=39593"},"modified":"2026-08-18T14:18:00","modified_gmt":"2026-08-18T12:18:00","slug":"green-phone-2026-semi-annual-work-report","status":"publish","type":"post","link":"https:\/\/sunce-st.org\/en\/news\/green-phone-2026-semi-annual-work-report\/","title":{"rendered":"Green Phone 2026 Semi-annual work report"},"content":{"rendered":"\n<h1 class=\"wp-block-heading\">Citizens continue to actively report environmental problems<\/h1>\n\n\n\n<p>During the first six months of 2026, a <strong>total of 145 reports<\/strong> concerning various environmental issues were received through the Green Phone. Compared to previous periods, this represents a significant increase, with the number of reports nearly doubling.<\/p>\n\n\n\n<p>The growing number of reports points to the service\u2019s increased visibility and the trust citizens place in its work, but also to their growing willingness to actively participate in environmental protection and speak up about problems in their local communities.<\/p>\n\n\n\n<p>By the end of June, <strong>105 of the reported cases<\/strong> had been resolved, while the remaining cases were still being processed, particularly those requiring action by the relevant authorities and more complex administrative procedures.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Waste remains the most frequently reported environmental issue<\/h1>\n\n\n\n<p>As in previous years, <strong>waste-related <\/strong>issues accounted for the largest share of reports, with <strong>42 cases<\/strong>. This confirms that inadequate waste management remains one of the most pressing environmental challenges in the areas we cover. These reports reflect growing public concern over the loss of natural values, tree removal and inappropriate interventions in the environment. By doing so, they contribute to faster responses from the relevant authorities while also helping build a more comprehensive picture of the most common environmental challenges.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Legal action against the Gala \u2013 Obrovac Sinjski solar power plant project<\/h1>\n\n\n\n<p>In 2026, Sunce, together with the Biom Association, Hyla, Zelena akcija and a representative of the local community, <strong>initiated administrative proceedings<\/strong> before the Administrative Court in Split seeking the annulment of the Ministry of Environmental Protection and Green Transition\u2019s decision declaring <a href=\"https:\/\/sunce-st.org\/en\/projects\/ngos-file-lawsuit-against-the-ministry-solar-power-plant-project-gala-obrovac-sinjski-moves-to-court\/\" target=\"_blank\" data-type=\"link\" data-id=\"https:\/\/sunce-st.org\/en\/projects\/ngos-file-lawsuit-against-the-ministry-solar-power-plant-project-gala-obrovac-sinjski-moves-to-court\/\" rel=\"noreferrer noopener\">the Gala \u2013 Obrovac Sinjski solar power plant project<\/a> environmentally and ecologically acceptable.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2026\/07\/gala_sinjski_obrovac-1024x640.png\" alt=\"\" class=\"wp-image-39591\" srcset=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2026\/07\/gala_sinjski_obrovac-1024x640.png 1024w, https:\/\/sunce-st.org\/wp-content\/uploads\/2026\/07\/gala_sinjski_obrovac-480x300.png 480w, https:\/\/sunce-st.org\/wp-content\/uploads\/2026\/07\/gala_sinjski_obrovac-768x480.png 768w, https:\/\/sunce-st.org\/wp-content\/uploads\/2026\/07\/gala_sinjski_obrovac.png 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Following a report submitted by a citizen through the Green Phone, Sunce became actively involved in highlighting a number of shortcomings in the preparation of the Environmental Impact Study. The planned project involves the construction of a solar power plant across a large area of sensitive karst terrain, with the removal of significant areas of forest and natural habitats. Given that the site is located near Dinara Nature Park and includes important water resources, we considered it essential to carry out a detailed, independent and credible assessment of all potential impacts.<\/p>\n\n\n\n<p>Despite the concerns raised, the Ministry concluded that the project was acceptable subject to the implementation of mitigation measures. Administrative proceedings were initiated because we believe that the Environmental Impact Study did not provide a sufficiently robust professional and legally sound basis for determining the project\u2019s environmental acceptability.<\/p>\n\n\n\n<p>Mitigation <strong>measures cannot, in our view, substitute for a high-quality, scientifically sound assessment of the existing conditions.<\/strong> If the underlying expert assessment does not accurately reflect the situation on the ground, the resulting conclusion on the acceptability of the project cannot be considered adequately substantiated.<\/p>\n\n\n\n<p>This case once again demonstrates the vital <strong>role of the Green Phone<\/strong> as a first point of contact through which citizens can raise concerns and protect their environment. Bringing citizens and expert organisations together sends a clear message: decisions made without a sound professional and legal basis will be consistently challenged.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Cooperation within the Green Phone network<\/h1>\n\n\n\n<p>During the first six months of 2026, <strong>64%<\/strong> of all reports came from Split-Dalmatia County, while as many as <strong>17% <\/strong>came from Dubrovnik-Neretva County. At the same time, we have seen an increase in reports from other parts of Croatia, which accounted for <strong>19%<\/strong> of all reports received.<\/p>\n\n\n\n<p>These figures show that Sunce\u2019s communication campaigns on<a href=\"https:\/\/www.instagram.com\/p\/DZ-CLg_Da_O\/?img_index=1\" target=\"_blank\" data-type=\"link\" data-id=\"https:\/\/www.instagram.com\/p\/DZ-CLg_Da_O\/?img_index=1\" rel=\"noreferrer noopener\"> social media<\/a> are reaching well beyond the areas we primarily cover. Citizens across Croatia are increasingly recognising our role in environmental protection and are turning to us with greater confidence. They regularly seek information, expert advice and support in addressing local environmental issues.<\/p>\n\n\n\n<p><a href=\"https:\/\/sunce-st.org\/en\/about-sunce\/networks\/green-phone-network-of-croatia\/\" target=\"_blank\" data-type=\"link\" data-id=\"https:\/\/sunce-st.org\/en\/about-sunce\/networks\/green-phone-network-of-croatia\/\" rel=\"noreferrer noopener\">As a member of the Green Phone Network<\/a>, Sunce primarily operates the service for Split-Dalmatia and Dubrovnik-Neretva counties. However, regardless of where in Croatia a report comes from, we strive to provide every citizen with initial information and guidance on the next steps.
