{"id":34139,"date":"2025-10-03T06:30:30","date_gmt":"2025-10-03T04:30:30","guid":{"rendered":"https:\/\/sunce-st.org\/?p=34139"},"modified":"2025-10-14T09:27:56","modified_gmt":"2025-10-14T07:27:56","slug":"cross-border-cooperation-for-stronger-protection-of-seagrass-meadows-and-coastal-dunes","status":"publish","type":"post","link":"https:\/\/sunce-st.org\/en\/news\/cross-border-cooperation-for-stronger-protection-of-seagrass-meadows-and-coastal-dunes\/","title":{"rendered":"Cross-border cooperation for stronger protection of seagrass meadows and coastal dunes"},"content":{"rendered":"\n<p>As Robert Swan, the British historian, explorer, and activist, and the first person to walk to both poles of the Earth, once said<em> <\/em>that The greatest threat to our planet is the belief that someone else will save it<em>.<\/em> It was precisely with this thought in mind that we gathered for a two-day event under the <strong>Interreg Italy\u2013Croatia <a href=\"https:\/\/sunce-st.org\/en\/projects\/biopressadria-cross-border-integrated-strategy-to-reduce-biodiversity-loss-due-to-anthropogenic-pressures-along-adriatic-coast\/\" target=\"_blank\" rel=\"noreferrer noopener\">BIOPRESSADRIA<\/a> project<\/strong>, dedicated to the theme: <strong><em>\u201c<\/em>Management of Nautical Tourism Pressures on Key Coastal and Marine Habitats<\/strong>&#8220;.<\/p>\n\n\n\n<p>The conference, organized on<strong> September 29 and 30<\/strong>, by <strong>Sunce<\/strong>, brought together representatives of the Ministry of Economy and Sustainable Development of Croatia, the Ministry of Tourism and Sport, the Ministry of Physical Planning, Construction and State Assets, Split-Dalmatia County, the Croatian Chamber of Commerce, public institutions in the field of nature protection, the University of Split, the Institute of Oceanography and Fisheries, Green Sail, and many others. Croatian and Italian project partners were also present, along with numerous nature protection experts.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-4-1024x640.jpg\" alt=\"\" class=\"wp-image-34130\" srcset=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-4-1024x640.jpg 1024w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-4-480x300.jpg 480w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-4-768x480.jpg 768w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-4-500x313.jpg 500w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-4.jpg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>The BIOPRESSADRIA project is focused on the protection of fragile yet highly valuable ecosystems: <strong><a href=\"https:\/\/sunce-st.org\/en\/news\/these-marine-plants-have-exceptional-ecological-value-yet-few-people-know-about-them\/\" target=\"_blank\" rel=\"noreferrer noopener\">seagrass<\/a> meadows<\/strong> and <strong>coastal dunes<\/strong>. Its priorities include monitoring pressures on these habitats, pilot actions to establish eco-mooring systems, cross-border cooperation, and public education.<\/p>\n\n\n\n<p>\u2013 Concern for nature is growing, but today we also have more information than ever, which increases overall awareness. Without that knowledge, it is impossible to change behavior, \u2013 said <strong>Zrinka<\/strong>, <strong>Head of the Nature Conservation Department at Sunce<\/strong>, during the opening of the conference.<\/p>\n\n\n\n<p>Below is an overview of the main topics, discussions, and recommendations.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-3-1024x640.jpg\" alt=\"\" class=\"wp-image-34128\" srcset=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-3-1024x640.jpg 1024w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-3-480x300.jpg 480w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-3-768x480.jpg 768w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-3-500x313.jpg 500w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-3.jpg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>And where do you anchor?<\/strong><\/h2>\n\n\n\n<p>Nautical tourism in the Adriatic is constantly growing, and <a href=\"https:\/\/sunce-st.org\/en\/news\/how-does-free-anchoring-affect-the-adriatic-sea\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>anchoring<\/strong> in Posidonia meadows<\/a> poses the <strong>greatest pressure on this<\/strong> <strong>seagrass<\/strong>, and on the sea itself. Unfortunately, satellite monitoring by <strong>SEACRAS<\/strong> \u2013 a Croatian company that uses satellite imagery and artificial intelligence to track the current state of the marine environment \u2013 showed that a large number of vessels in the Adriatic anchor directly on Posidonia meadows. These meadows are natural underwater forests that produce oxygen, protect the coast, store carbon, and contribute to marine biodiversity.<\/p>\n\n\n\n<p>Monitoring within the project showed that in the <strong>Pakleni Islands<\/strong> and <strong>Kornati National Park<\/strong>, daily averages in peak season exceeded <strong>300 vessels<\/strong>, and anchor scars on the meadows clearly bear witness to the damage.<\/p>\n\n\n\n<p>\u2013&nbsp;In the last thirty years, around 30% of seagrass meadows have been lost! This is damage that nature can hardly recover from. \u2013 emphasized <strong>Matea \u0160pika from Sunce<\/strong>.<\/p>\n\n\n\n<p>The harmful impact of anchoring on Posidonia was also addressed by <strong>Andrea Rismondo (SELC Cooperative Company)<\/strong>, who presented monitoring results showing how anchor chains destroy entire areas of Posidonia, leaving behind visible \u201cscars.\u201d These findings confirm that systematic monitoring is essential to understanding and reducing pressures.<\/p>\n\n\n\n<p>One of the solutions is <strong><a href=\"https:\/\/sunce-st.org\/en\/news\/environmentally-friendly-anchorages\/\" target=\"_blank\" rel=\"noreferrer noopener\">eco-moorings<\/a><\/strong>, special buoys that provide safe anchorage without damaging the seabed. However, their implementation requires integration into spatial plans and stronger cross-sectoral cooperation.<\/p>\n\n\n\n<p>\u2013 The nature protection sector in Croatia recognizes the importance of Posidonia and includes an anchoring ban in its legal framework. However, the establishment of mooring fields and prohibition of free anchoring are primarily regulated through spatial planning and maritime affairs. As explained by <strong>Jelena Kurtovi\u0107 Mr\u010deli\u0107 (Public Institution Sea and Karst)<\/strong>, thanks to the county\u2019s <strong><a href=\"https:\/\/sunce-st.org\/en\/news\/an-invisible-problem-that-causes-irreversible-damage-to-nature-environmentally-friendly-anchorages-are-one-of-the-solutions\/\" target=\"_blank\" rel=\"noreferrer noopener\">Anchorage Arrangement Plan of the Split-Dalmatia County<\/a><\/strong>, <strong>69 mooring locations <\/strong>were identified for anchorage establishment, taking into account the natural characteristics of the area, navigation safety, and the needs of nautical tourism.<\/p>\n\n\n\n<p>\u2013 The Adriatic is a recognized nautical destination in the Mediterranean, as evidenced by the fact that <strong>Croatia holds 40% of the world\u2019s charter fleet<\/strong>. However, undercapacity in harbor master\u2019s offices, maritime wardens, nature rangers, and maritime police, along with a lack of ports, marinas, and mooring fields, and boaters who don\u2019t know how to handle their vessels, all lead to chaos at sea! We cannot leave everything to the boaters; we must plan strategically. That is why in 2016 we were the first in Croatia to launch the process of spatial planning for mooring fields in Split-Dalmatia County. It was not easy, but we succeeded. \u2013 said Kurtovi\u0107 Mr\u010deli\u0107, announcing that a <strong>handbook is currently being prepared <\/strong>so other counties can create their own plans.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-11-1024x640.jpg\" alt=\"\" class=\"wp-image-34120\" srcset=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-11-1024x640.jpg 1024w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-11-480x300.jpg 480w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-11-768x480.jpg 768w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-11-500x313.jpg 500w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-11.jpg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>The <strong>Balearic Islands in Spain<\/strong>, on the other hand, have been leaders in <a href=\"https:\/\/sunce-st.org\/en\/news\/posidonia-oceanica-mediterranean-super-plant\/\" target=\"_blank\" rel=\"noreferrer noopener\">Posidonia protection<\/a> for years. In fact, the discussions Croatia is having today, they had fifteen years ago!<\/p>\n\n\n\n<p>They introduced a special law regulating anchoring, employed wardens, strengthened cooperation with the police, and made maps of seagrass distribution available in user-friendly applications, along with a <strong>helpline for seagrass protection<\/strong>. This line provides information on how to anchor properly in Balearic waters and allows anyone to report unregulated anchoring or other threats to seagrass. The results are impressive: the share of anchoring in seagrass has fallen from 17% in 2018 to just <strong>6.8% in 2024,<\/strong> while the local community actively participates in protection.<\/p>\n\n\n\n<p>\u2013 The law was passed in 2018 and really shook the community. Everyone protested, we were constantly in the media. But after four years of struggle, the success is evident, and today many want the law to be adopted in other Spanish regions as well! It is important not to see<strong> boaters<\/strong> as the problem. They can be <strong>part of the solution <\/strong>if we provide the right information and infrastructure. \u2013 emphasized <strong>Marcial Bardolet Richter<\/strong> from the <strong>Balearic Institute of Nature (IBANAT)<\/strong>, who has long headed the Posidonia Seagrass Surveillance Service under the Balearic government and maintains constant direct communication with charter companies. As he explained with a smile, at first boaters did not even want to see him, but today there is mutual respect and pleasant cooperation.<\/p>\n\n\n\n<p>An additional perspective on how Spain is tackling this issue was provided by <strong>David \u00c1lvarez Garc\u00eda (Ecoacsa, Madrid)<\/strong>. He presented the <strong>ARTEMIS project<\/strong>, funded under the<strong> Interreg Euro-MED program<\/strong>, which aims to integrate seagrass ecosystem services into business models.<\/p>\n\n\n\n<p>\u2013 It is not just about finding funding and restoring seagrass, but about creating a way for the business sector to engage with this issue and invest in restoration. The results clearly show that the entire area is used for anchoring, although the pressure is highest in popular bays.<\/p>\n\n\n\n<p>In Kornati National Park, <strong>136 buoys<\/strong> have already been installed, but it proved essential to simultaneously <strong>inform boaters<\/strong>, as many did not know that buoys are free to use with a park entrance ticket.<\/p>\n\n\n\n<p>\u2013 Here, the problem is not infrastructure, but boater behavior \u2013 or perhaps something else. Our estimates are that, with the existing and planned eco-moorings, the capacity in Kornati will be sufficient to accommodate all vessels, including those in transit \u2013 but only if available buoys and mooring fields are used, and if those anchoring freely are warned and redirected! \u2013 emphasized Zrinka.<\/p>\n\n\n\n<p>These examples indicate that <strong>solutions exist<\/strong>, but their long-term sustainability depends on a combination of infrastructure, enforcement, and education.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-2-1024x640.jpg\" alt=\"\" class=\"wp-image-34126\" srcset=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-2-1024x640.jpg 1024w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-2-480x300.jpg 480w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-2-768x480.jpg 768w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-2-500x313.jpg 500w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/10\/high_level_event_BIOPRESSADRIA_Split_2025-2.jpg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Italian efforts for greater habitat protection<\/h2>\n\n\n\n<p>The Italian project partner <strong>MPA Porto Cesareo<\/strong> gave a presentation on <strong>coastal dunes<\/strong> \u2013 one of the most endangered coastal habitats. Speaker <strong>Rem\u00ec Calasso<\/strong> emphasized the use of <strong>naturalistic engineering<\/strong> methods to stabilize dunes.<\/p>\n\n\n\n<p>Another Italian contribution came from <strong>Alessandro Meggiato (CORILA)<\/strong>, who spoke about understanding the <strong>ecological role of mooring fields in Panzano Bay<\/strong> through bioacoustic monitoring.
