The reserve encompasses 109.76 hectares, with 93.7% covering the marine area of Komi\u017ea Bay on the island of Vis.<\/p>\n\n\n\n<p>This designation marks the first strictly protected marine area in the Split-Dalmatia County, representing a pivotal step in marine biodiversity conservation.<\/p>\n\n\n\n<p>\u2013 This journey towards protecting Stupi\u0161\u0107e has spanned nearly two decades, and we&#8217;ve finally achieved tangible progress. While changes in nature often occur slowly, they are profoundly valuable, \u2013 stated <strong>Zrinka Jakl, Head of the Nature Conservation Department at Sunce<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Path to protection: the result of joint efforts and perseverance<\/h2>\n\n\n\n<p>The protection of Cape Stupi\u0161\u0107e is the culmination of years of collaboration among experts, institutions, and the local community. As part of the <a href=\"https:\/\/sunce-st.org\/en\/projects\/adrireef-new-sunce-interreg-project\/\" target=\"_blank\" rel=\"noreferrer noopener\">ADRIREEF project<\/a>, Sunce conducted research highlighting the biological significance of the area. The project&#8217;s final phase initiated a proposal to designate the site as a no-take zone (strict protection zone), prohibiting the extraction of marine resources. Subsequently, Sunce facilitated stakeholder consultations for the <strong>Public Institution RERA S.D.<\/strong> and developed a <a href=\"https:\/\/sunce-st.org\/en\/services\/creating-the-study-professional-basis-for-the-declaration-of-a-marine-protected-area-at-cape-stupisce-vis-island-in-implementation-of-the-argos-project-as-part-of-the-italy-croatia-cross-border-cooper\/\" target=\"_blank\" rel=\"noreferrer noopener\">expert study<\/a> advocating for the area&#8217;s protection as a Special Marine Reserve.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/05\/Adrireef_2018_Bozidar_Plazonic-7-1024x640.jpg\" alt=\"\" class=\"wp-image-32147\" srcset=\"https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/05\/Adrireef_2018_Bozidar_Plazonic-7-1024x640.jpg 1024w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/05\/Adrireef_2018_Bozidar_Plazonic-7-480x300.jpg 480w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/05\/Adrireef_2018_Bozidar_Plazonic-7-768x480.jpg 768w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/05\/Adrireef_2018_Bozidar_Plazonic-7-500x313.jpg 500w, https:\/\/sunce-st.org\/wp-content\/uploads\/2025\/05\/Adrireef_2018_Bozidar_Plazonic-7.jpg 1280w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Notably, this initiative originated from the local community, exemplifying a bottom-up approach where local stakeholders recognize the importance of conservation and actively participate in protective measures.<\/p>\n\n\n\n<p>\u2013&nbsp;Based on the study, the Ministry of Environmental Protection and Green Transition prepared the expert foundation leading to the Regulation&#8217;s adoption, \u2013&nbsp; added <strong>Zrinka Jakl<\/strong>.<\/p>\n\n\n\n<p>\u2013&nbsp;We have beautiful parts of our coastal area protected on land, such as Zlatni Rat, Pakleni Islands, and \u0160\u0107edro, but the underwater areas lacked protection. These environments support a rich array of marine species like dentex, lobsters, and scorpionfish. Due to its natural and cultural significance \u2013 including the shipwreck of the Vassilios T. near Cape Stupi\u0161\u0107e \u2013 the Vis Archipelago has been designated a <strong>UNESCO Geopark<\/strong> and is part of the <strong>Natura 2000 ecological network.<\/strong><\/p>\n\n\n\n<p>\u2013 Protecting habitats like these is essential for preserving the marine ecosystem, as they provide a safe haven for numerous species to spawn, grow, and feed. They also allow time for fish populations to recover, which in turn benefits surrounding, &#8216;unprotected&#8217; areas. Such protected areas not only preserve biodiversity, but also play a vital role in mitigating the impacts of climate change by maintaining the balance of natural processes in the sea, \u2013 emphasized <strong>Ana Mileti\u0107 Milo\u0161, Senior Expert Associate in the Nature Conservation Department at Sunce<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Fishing prohibited and diving regulated<\/h2>\n\n\n\n<p>The adoption of the <strong>Regulation by the Government of the Republic of Croatia, which formally designates the reserve<\/strong>, was preceded by a public consultation and a <a href=\"https:\/\/sunce-st.org\/en\/news\/cape-stupisce-will-soon-become-a-special-marine-reserve\/\" target=\"_blank\" rel=\"noreferrer noopener\">public discussion<\/a> held in February in Komi\u017ea. The event brought together fishers, scientists, and representatives of various organizations.<\/p>\n\n\n\n<p>Prior to the official designation of the reserve, some fishers had proposed the use of <a href=\"https:\/\/sunce-st.org\/en\/news\/inefficiency-of-rotational-zones-of-strict-protection-in-the-sea\/\" target=\"_blank\" rel=\"noreferrer noopener\">rotational zones<\/a> instead of strict marine protection.<\/p>\n\n\n\n<p>\u2013 Rotational zones operate by periodically opening and closing areas to fishing, but studies have shown that these zones produce weaker outcomes \u2013 fish biomass declines again once fishing resumes. A minimum of five years of continuous protection is needed for meaningful recovery! We\u2019ve seen similar results in Croatia, where permanent protection of the Jabuka Pit has become a recognized example of best practice. Just as the regulation of fishing in the Jabuka Pit enabled the recovery of commercially important fish species, we are confident that the establishment of the Cape Stupi\u0161\u0107e Special Marine Reserve will likewise contribute to strengthening local fisheries.<\/p>\n\n\n\n<p>\u2013 Across 110 hectares of marine and coastal area, conservation and ecosystem restoration activities will be carried out \u2013 particularly focusing on reef habitats and Posidonia seagrass meadows. Fishing will be prohibited, and diving will be regulated. In the coming period, the Institution will work in collaboration with local stakeholders to develop a<a href=\"https:\/\/sunce-st.org\/en\/news\/management-plan-what-is-it-and-what-is-it-for\/\" target=\"_blank\" rel=\"noreferrer noopener\"> management plan<\/a> \u2013 a strategic document outlining all conservation goals and planned activities for the area. The plan also includes hiring a ranger who will be responsible for on-site monitoring, protecting the area, and promoting nature conservation within the protected zone.<\/p>\n\n\n\n<p>Additionally, the Ministry of Environmental Protection and Green Transition will draft the Regulation on Protection and Conservation, which will further regulate activities and establish measures for the sustainable use of this protected area.<\/p>\n\n\n\n<p>By establishing the Cape Stupi\u0161\u0107e Special Marine Reserve, we are laying the foundations for marine conservation.
