We prepared comments on the OPP itself as well as on the proposed method of implementation and content of\u00a0the strategic environmental impact study. <\/span><span title=\"S obzirom da se radi o opse\u017enom dokumentu u ovom tekstu donosimo kratki osvrt dok cijeli prilog mo\u017eete skinuti OVDJE. \">Since this is an extensive document,\u00a0you can download the full attachment\u00a0<a href=\"https:\/\/sunce-st.org\/wp-admin\/files\/download\/777\"><strong>HERE<\/strong><\/a>.<\/span><\/span><\/p>\n<p><span id=\"result_box\" lang=\"en\"><span title=\"Strate\u0161ka studija je zakonom predvi\u0111ena procedura kojom bi trebali biti utvr\u0111eni kumulativni u\u010dinci predlo\u017eenog plana, me\u0111u-sektorski utjecaji, u\u010dinci velikih razmjera te oni dugotrajni i indirektni.\">Strategic study is a law envisaged procedure that should establish the cumulative effects of the proposed plan, inter-sectoral impacts, large-scale effects, long-term and indirect effects. <\/span><span title=\"Nakon provedene ove strate\u0161ke procjene, otvaraju su vrata za izdavanje dozvola za istra\u017eivanje ugljikovodika u Jadranu. \u00a0\">Following this strategic assessment, the door to the hydrocarbon exploration permit in the Adriatic opens.<\/span><\/span><\/p>\n<p><span id=\"result_box\" lang=\"en\"><span title=\"S obzirom da OPP istra\u017eivanja i eksploatacije ugljikovodika u Jadranu ima zna\u010dajne i dugotrajne, stvarne i potencijalne negativne utjecaje na okoli\u0161 i organizme, a time i na dvije bitne gospodarske djelatnosti kojima je Jadran osnovni resurs \u2013 turizam i ribarstvo, upravo je klju\u010dno da se izradi ozbiljna\">Given that OPP hydrocarbon exploration and exploitation in the Adriatic has significant and long-lasting, real and potential negative impacts on the environment and organisms, and thus on the two important economic activities of which the Adriatic is a basic resource &#8211; tourism and fisheries, it is crucial to make serious s<\/span><span title=\"Strate\u0161ka studija kao preduvjet za utvr\u0111ivanje mogu\u0107e \u0161tete, ali i za pronalazak mogu\u0107nosti i na\u010dina njenog smanjivanja kroz primjenu brojnih mjera za\u0161tite, ali i kroz izostavljanje nekih podru\u010dja iz postupka iskori\u0161tavanja. \">trategic study as a prerequisite for determining possible damage, but also for finding possibilities and ways of reducing it through the implementation of numerous protection measures, but also with the exclusion of some areas from the exploitation process.<\/span><\/span><\/p>\n<p><span id=\"result_box\" lang=\"en\"><span title=\"Dakle za o\u010dekivati je da Strate\u0161ka studija, kao uostalom i sam OPP, bude ozbiljan i stru\u010dan dokument koji \u0107e predvidjeti sve mogu\u0107e direktne i indirektne \u0161tete te ponuditi rje\u0161enja za njihovo uklanjanje ili umanjivanje na za okoli\u0161 prihvatljivi nivo.\">Therefore, it is to be expected that the Strategic Study, as well as the OPP itself,\u00a0schould be\u00a0a serious and professional document that will predict all possible, direct and indirect, damages and offer solutions to their removal, or\u00a0 setting the degradation level to environmentally acceptable. <\/span><span title=\"Stoga \u010dudi \u0161to OPP radova na istra\u017eivanju i eksploataciji ugljikovodika na Jadranu koji je predstavljen javnosti i na temelju kojeg se radi strate\u0161ka procjena utjecaja na okoli\u0161 ima samo tri stranice. \">It is therefore surprising that the <strong>OPP&#8217;s<\/strong> work on hydrocarbon exploration and exploitation on the Adriatic that are presented to the public and represents the basis for\u00a0the strategic environmental impact assessment <strong>has only three pages<\/strong>.<\/span><\/span><\/p>\n<p><span id=\"result_box\" lang=\"en\"><span title=\"Smatramo kako je Okvirni plan i program istra\u017eivanja i eksploatacije ugljikovodika na Jadranu nedopustivo manjkav i kao takav nikako ne mo\u017ee poslu\u017eiti kao podloga raspravi i proceduri strate\u0161ke procjene utjecaja na okoli\u0161.\">We believe that the General Plan and the program of hydrocarbon exploration and exploitation in the Adriatic is inadmissibly deficient and as such can not serve as a basis for discussion and the procedure of strategic environmental impact assessment. <\/span><span title=\"Evo i za\u0161to:\">Here is why:<\/span><\/span><\/p>\n<p><strong>1. INABILITY TO PROPOSE STRATEGIC ALTERNATIVES FOR THE REALIZATION OF THE OPP<\/strong><\/p>\n<p><span id=\"result_box\" lang=\"en\"><span title=\"Nedovoljna pozornost posve\u0107uje razradi alternativnih (varijantnih) rje\u0161enja odnosno ukazati na razli\u010dite\/najpovoljnije opcije\/varijante kojima se mogu posti\u0107i ciljevi Plana i programa, a koji moraju biti sastavni dio svake strate\u0161ke procjene utjecaja na okoli\u0161. \">Not enough attention is devoted to the development of alternative (variance) solutions, that is, to the various \/ most favorable options \/ variants that can be used to achieve the objectives of the Plan and Program, which must be an integral part of each strategic environmental impact assessment.<\/span><\/span><\/p>\n<p><span title=\"Me\u0111utim, ciljevi Plana i programa nisu poznati pa nije, stoga, jasno u odnosu na \u0161to \u0107e se utvrditi strate\u0161ke alternative.\">However, <strong>the goals of the Plan and Program are not known and therefore<\/strong>, it is not clear what strategic alternatives will be identified. <\/span><span title=\"Bez strate\u0161kih alternativa, cijeli \u0107e se postupak svesti na obi\u010dnu procjenu utjecaja na okoli\u0161 jednog rje\u0161enja \u2013 a to je ono iz Okvirnog plana i programa istra\u017eivanja i eksploatacije ugljikovodika na Jadranu \u2013 kojim su na Jadranu predvi\u0111ena 29 istra\u017ena polja ukupne povr\u0161ine 38.822 km2.\">Without strategic alternatives, the whole process will be reduced to a simple environmental impact assessment with\u00a0one solution (from the Framework Program of\u00a0Hydrocarbon Exploration and Exploitation in the Adriatic) &#8211; which provides 29 exploration fields of the total area of \u200b\u200b38,822 km2 in the Adriatic. <\/span><span title=\"Po\u0161to je ukupna povr\u0161ina hrvatskog dijela Jadrana 40.984 km2, istra\u017eivanje i eksploatacija predvi\u0111eni su na 90% povr\u0161ine na\u0161e strane Jadrana. \">Since the total area of \u200b\u200bthe Croatian part of the Adriatic sea\u00a0is 40,984 km2, <strong>exploration and exploitation is foreseen on 90% of the surface of our side of the Adriatic<\/strong>.<\/span><\/p>\n<p><span title=\"Neke od mogu\u0107ih alternativa koje predla\u017eemo su OPP-i manjeg opsega aktivnosti koji ne polaze od nerazumne pretpostavke da se istra\u017eivanje provodi na 90% ukupne povr\u0161ine Jadrana.\">Some of the possible alternatives that we propose are OPPs with a smaller scope of activities that do not stem for unreasonable assumption that the exploration is conducted on 90% of the total Croatian Adriatic area. <\/span><span title=\"Razumniji i uravnote\u017eeniji OPP bi limitirao broj istovremenih istra\u017eiva\u010dkih i eksploatacijskih aktivnosti \u0161to sada nije slu\u010daj.\">A more reasonable and balanced OPP would limit the number of simultaneous research and exploitation activities which is not the case now. <\/span><span title=\"Tako dobivamo mogu\u0107e alternative po broju i intenzitetu dozvoljenih istovremenih istra\u017eiva\u010dkih i eksploatacijskih aktivnosti, ali i vi\u0161e vremena za osposobljavanje odgovornih institucija u zemlji za upravljanje ovom zahtjevnom i rizi\u010dnom djelatno\u0161\u0107u.\">With that, we gain more\u00a0possible alternatives in regards to the\u00a0number and intensity of allowed simultaneous research and exploitation activities, as well as more time to train institutions in the country to manage this demanding and risky business.<\/span><\/p>\n<p><strong>2. <span id=\"result_box\" lang=\"en\">CUMULATIVE POLLUTION INFLUENCES ARE NOT CONSIDER<\/span><span id=\"t-served-community-button\" class=\"trans-verified-button goog-toolbar-button\" role=\"button\" aria-hidden=\"true\"><\/span><\/strong><\/p>\n<p><span lang=\"en\"><span title=\"One\u010di\u0161\u0107enje prilikom istra\u017eivanja i eksploatacije nafte i plina nije potencijalno.\">Pollution in exploration and exploitation of oil and gas is not potentially harmful. <\/span><span title=\"Ono je stvarno i neizbje\u017eno pa je stoga i klju\u010dno uzeti u obzir kumulativne utjecaje ovih aktivnosti. \">It is real and inevitable and therefore it is crucial to take into account the cumulative impact of these activities.<\/span><\/span><\/p>\n<p><span title=\"Kako nam ka\u017ee dr. sc.\">As Dr. Sc. <\/span><span title=\"Dra\u0161ko Holcer iz Instituta Plavi svijet \u201etehni\u010dka voda&quot; DOES NOT ASSUME NOISE POLLUTION IMPACT ON THE ENVIRONMENT AS A BYPRODUCT OF <span id=\"result_box\" lang=\"en\"><span title=\"Po\u0161to je ukupna povr\u0161ina hrvatskog dijela Jadrana 40.984 km2, istra\u017eivanje i eksploatacija predvi\u0111eni su na 90% povr\u0161ine na\u0161e strane Jadrana. \">EXPLORATION\u00a0ADN EXPLOITATION<\/span><\/span><\/strong><\/p>\n<p><span id=\"result_box\" lang=\"en\">Since environmental impact assessment has not been carried out\u00a0during the study of hydrocarbon reserves in the Adriatic, which has a significant negative impact on marine organisms (physical injury and death as well as behavioral changes), a strategic impact study should be used to assess their influence and evaluate whether they should be implemented in the Adriatic or not.<\/span><\/p>\n<p><strong>4. DOES NOT PREDICT RISK LEVEL OF OIL SPILLS<\/strong><\/p>\n<p><span id=\"result_box\" lang=\"en\">In the proposed content within the strategic SUO, an estimate of the risk or potential impacts of the damage from hydrocarbon spills is completely ignored. <strong>It is unacceptable for the exploration areas to be planned only 6 km away from the island and 10 km from the coast guaranteeing visibility from the coast (ie from the terrace and the beach).<\/strong> There is no need to mention what this means in case of oil spills.<\/span><span id=\"t-served-community-button\" class=\"trans-verified-button goog-toolbar-button\" role=\"button\" aria-hidden=\"true\"><\/span><\/p>\n<p><strong>5. <\/strong><span id=\"result_box\" lang=\"en\"><strong>DOES NOT ESTABLISH THE IMPACT ASSESSMENT BEYOND THE BOUNDARIES<\/strong> OF EXTRASION AND EXPLOITATION FIELDS<\/span><\/p>\n<p><span id=\"result_box\" lang=\"en\"><span title=\"U sklopu studije ne predvi\u0111a se procjena utjecaja na podru\u010dja koja se nalaze izvan granica istra\u017enih i eksploatacijskih polja.\">The study does not envisage an assessment of the impact on areas outside the boundaries of exploration and exploitation fields. <\/span><span title=\"Drugim rije\u010dima sasvim se ignorira utjecaj vjetra, valova i morskih struja (ne zaboravimo polja se nalaze na 6 km udaljenosti od otoka i 10 km od obale). \">In other words, <strong>it ignores the influence of wind, waves and sea currents<\/strong> (let&#8217;s not forget the fields are 6 km away from the island and 10 km from the coast).<\/span><\/span><\/p>\n<p><span title=\"Stoga, osim sagledavanja mogu\u0107eg utjecaja na ekolo\u0161ku mre\u017eu posebnih podru\u010dja o\u010duvanja sukladno Direktivi o stani\u0161tima, potrebno je sagledati i mogu\u0107e utjecaje i na podru\u010dja posebne za\u0161tite sukladno Direktivi o pticama, te na za\u0161ti\u0107ena podru\u010dja (nacionalne parkove i parkove prirode) koji su nacrtom OPP-a\">Therefore, apart from examining possible impact on the ecological network of special conservation areas in accordance with the Habitats Directive, it is necessary to look at possible impacts on areas of special protection under the Birds Directive as well as on protected areas (national parks and nature parks) that are\u00a0<\/span><span title=\"sasvim ignorirani, a nalaze se sasvim blizu istra\u017enim i eksploatacijskim poljima. \">completely ignored in the draft, and are very close to exploration and exploitation fields.<\/span><\/p>\n<p><span title=\"Ovdje treba spomenuti i da istra\u017ena polja pokrivaju podru\u010dje Jabu\u010dke kotline, jednog od najva\u017enijih podru\u010dja za razmno\u017eavanje i odrastanje brojnih komercijalnih vrsta riba i beskralje\u0161njaka iz kojeg se naseljavaju ostali dijelovi Jadrana.\">It is important to mention that <strong>the exploration fields cover the area of \u200b\u200bthe Jabuka Kotlina<\/strong>, one of the most important breeding and growing areas of numerous commercial fish and invertebrates from which other parts of the Adriatic are inhabited. <\/span><strong><span title=\"Uni\u0161tavanje ovog podru\u010dja mo\u017ee imati nesagledive posljedice na cjelokupnu biolo\u0161ku raznolikost Jadrana te na cjelokupno ribarstvo.\">Destruction of this area may have incalculable consequences on the overall biodiversity of the Adriatic and on the entire fishery.<\/span><\/strong><\/p>\n<p><strong>6. THE PRESUMED TIME DURATION FOR STUDY COMPLETION IS TOO SHORT<\/strong><\/p>\n<div id=\"gt-res-dir-ctr\" class=\"trans-verified-button-small\" dir=\"ltr\"><span id=\"gt-res-error\"><\/span><span id=\"result_box\" lang=\"en\">The anticipated time duration of\u00a04- to 6-month for the completion of\u00a0the strategic study is too short. For a more complete picture of the behavior of the ecosystem it is necessary to observe them for a minimum of one year and throughout all seasons (weather conditions in the Adriatic vary in season, changes in sea temperature cause changes in the behavior of flora and fauna). Why is the Government so reliant on something that can have such drastic and long-term consequences on the sea, coast and all the activities that are connected to them?<\/span><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><strong>7. DOES NOT PRESUME <span id=\"result_box\" class=\"short_text\" lang=\"en\">IMPACT ASSESSMENT FOR THE REVENUES IN OTHER SECTORS<\/span><\/strong><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><span id=\"result_box\" lang=\"en\">We believe that the negative impacts should be assessed not only in terms of impact on biodiversity, but also on the landscape and on the revenues from tourism and fisheries &#8211; in the exploration and exploitation phase, as well as the impact of possible pollution risks for these two sectors.<\/span><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><strong>8. DOES NOT EXAMINE THE CROSS-BOUNDARY EFFECT OF OPP<\/strong><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><span id=\"result_box\" lang=\"en\">Exploration and exploitation of hydrocarbons in the Adriatic may have a significant transboundary impact and all the countries with which the Republic of Croatia shares the maritime border. This aspect should have been\u00a0included.<\/span><span id=\"t-served-community-button\" class=\"trans-verified-button goog-toolbar-button\" role=\"button\" aria-hidden=\"true\"><\/span><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><strong>9.\u00a0THE CONTENT<span id=\"result_box\" lang=\"en\">\u00a0OF DECISIONS CONCERNING THE IMPLEMENTATION OF STRATEGIC ASSESSMENT IS UNCLEAR, PROFESIONALLY \u00a0INCORRETLY\u00a0COMPOSED AND GENERALLY SHORT<\/span><span id=\"t-served-community-button\" class=\"trans-verified-button goog-toolbar-button\" role=\"button\" aria-hidden=\"true\"><\/span><\/strong><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><span id=\"result_box\" lang=\"en\">The purpose of the Strategic Assessments is NOT to &#8220;identify, describe and evaluate the possible significant impacts of the Framework Plan &#8230; and alternative solutions&#8221; <strong>but to identify, describe and evaluate the overall effects of the Framework Plan and alternative solutions with clearly stated\u00a0methods and ways for\u00a0avoidance, mitigation and mitigation measures of these possible impacts.<\/strong><\/span><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">\n<p><span id=\"result_box\" lang=\"en\">Although the first eight points clearly point to the inadequacy of the OPP and the Decision on Implementation of the Strategic Assessment Process, we bring to light\u00a0few more comments from our\u00a0colleagues from the <strong>Blue World Institute<\/strong> (whose full statements can be read <a href=\"http:\/\/www.plavi-svijet.org\/hr\/news\/2014\/9\/30\/strateska-studija-utjecaja-na-okolis-prilikom-istrazivanja-i-eksploatacije-nafte-i-plina-u-jadranu\/\" target=\"_blank\" rel=\"noopener\"><strong>HERE<\/strong><\/a>) which testify to the &#8220;seriousness&#8221; of these documents:<\/span><\/p>\n<p>The content of the Decision on the Implementation of a Strategic Assessment is unclear and uses different names for the same things, as well as names without meaning, indicating a certain level of unprofessionalism in compiling a basic document, therefor making the document unclear.<span id=\"t-served-community-button\" class=\"trans-verified-button goog-toolbar-button\" role=\"button\" aria-hidden=\"true\"><\/span><\/p>\n<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">\n<p><span id=\"result_box\" lang=\"en\">The entire Decision and in particular the review of the strategic assessment is short and unstated\u00a0 <span tabindex=\"-1\" contenteditable=\"false\">An example of meaningless name in Chapter 5 of the Decision that addresses the content of strategic assessment:<\/span><\/span><\/p>\n<p>&#8220;&#8230; possible development of the environment without the implementation of the Framework Plan and Program &#8230;&#8221; &#8211; what is &#8220;possible development of the environment&#8221;?<\/p>\n<p>&#8220;&#8230; sea-bottom disorder &#8230; water column disturbance and helicopter flight disturbance &#8230;&#8221; &#8211; disorder of what?<\/p>\n<p>&#8220;&#8230; Natura 2000 Program habitats&#8221; &#8211; Natura2000 is not a program.<span id=\"t-served-community-button\" class=\"trans-verified-button goog-toolbar-button\" role=\"button\" aria-hidden=\"true\"><\/span><\/p>\n<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">\n<p><span id=\"result_box\" lang=\"en\">Example from Table 1 of the Decision:<\/span><\/p>\n<p>&#8220;&#8230; the impact of air strikes&#8221; &#8211; only a few sections above that the name was &#8220;the influence of aerial waves&#8221;. What are the air strikes at sea? The text speaks of &#8220;tortoises&#8221;, but since turtles live on land, in freshwater and in the sea it is necessary to determine which group the study refers to and call them full name &#8220;sea turtles&#8221; &#8230;<\/p>\n<p>We would also like to\u00a0refer to the term &#8220;commercial fishing&#8221; used in the text of the Document (item 2, review of existing data) with the comment that such term in Croatian legislation does not exist. It is probably related to economic fishing, but in this case it is unclear why other forms of fishing in Croatia are excluded (small coastal, recreational and sporting).<span id=\"t-served-community-button\" class=\"trans-verified-button goog-toolbar-button\" role=\"button\" aria-hidden=\"true\"><\/span><\/p>\n<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">\n<div id=\"gt-res-c\" class=\"g-unit\">\n<div id=\"gt-res-p\">\n<div id=\"gt-res-data\">\n<div id=\"gt-res-wrap\">\n<div id=\"gt-res-content\">\n<div id=\"gt-res-dir-ctr\" class=\"trans-verified-button-small\" dir=\"ltr\">\n<p><span id=\"result_box\" lang=\"en\"><span title=\"Za kraj nam jo\u0161 ostaje izraziti \u010du\u0111enje oko tra\u017eena nov\u010dane naknade za eksploataciju nafte i plina koju je postavila na\u0161a dr\u017eava.\">The surprise\u00a0about the money demanded for oil and gas exploitation set by our country remains. <\/span><span title=\"U Hrvatskoj nov\u010dana naknada za pridobivene koli\u010dine ugljikovodika iznosi samo 10% od tr\u017ei\u0161ne vrijednosti pridobivenih ugljikovodika.\">In Croatia, <strong>the fee for recoverable amounts of hydrocarbons is only 10% of the market value of the hydrocarbons gained<\/strong>. <\/span><span title=\"To je ure\u0111eno Uredbom o naknadi za istra\u017eivanje i eksploataciju ugljikovodika iz o\u017eujka 2014. Radi se o naknadi koja je me\u0111u najni\u017eima u svijetu.\">This has been regulated by the Ordinance on Compensation for Hydrocarbon Exploration and Exploitation since March 2014. It is a compensation that is among the lowest in the world. <\/span><span title=\"Primjerice, u Gvineji naknada iznosi 25%, u Venecueli 33%, Libiji 85%, Saudijskoj Arabiji 50%, Rusiji 80%, Kanadi 50%, Aljasci, 60%, Norve\u0161koj 80% (izvor: The Economist, PVH Van Meurs 2007-\">For example, in Guinea the fee is 25%, in Venezuela 33%, Libya 85%, Saudi Arabia 50%, Russia 80%, Canada 50%, Alaska, 60%, Norway 80% (source: The Economist, PVH Van Meurs 2007- <\/span><span title=\"Oil sand and offshore\/heavy oil projects Combined Ownership &amp; Governement Share).\">Combined Ownership &amp; Governement Share oil sand and offshore \/ heavy oil projects. <\/span><span title=\"Na taj na\u010din Vlada valjda \u017eeli privu\u0107i strane kompanije kako bi eksploatirale ugljikovodike u Jadranu, a istovremeno se ugro\u017eava egzistencija svih ostalih koji od mora \u017eive. \">In this way, the Government would like to attract foreign companies to exploit hydrocarbons in the Adriatic, while at the same time endangering the existence of all others that live &#8220;from&#8221; the sea.<\/span><\/span><\/p>\n<p><span title=\"Neshvatljivo je s kakvom je le\u017eerno\u0161\u0107u Vlada pokrenula proces eksploatacije nafte u Jadranu odnosno koliko su zanemarene mjere predostro\u017enosti.\">It is incomprehensible that the Government has initiated the process of oil exploration in the Adriatic in such a lite way\u00a0neglecting precautionary measures. <\/span><span title=\"Institucije nisu pripremljene za ovu zahtjevnu i rizi\u010dnu djelatnost, istra\u017eivanje se planira na gotovo cijeloj povr\u0161ini Jadrana te se daje mogu\u0107nost istovremenog zapo\u010dinjanja istra\u017eivanja na vi\u0161e istra\u017enih polja.\">Institutions are not prepared for this demanding and risky business, research is planned on almost the entire Adriatic surface, and it is possible to initiate research on multiple exploratory fields at the same time. <\/span><span title=\"U predlo\u017eenom sadr\u017eaju strate\u0161ke studije nisu navedeni faktori rizika koje je potrebno uzeti u obzir poput istjecanja nafte, eksplozije plina, utjecaja na morski okoli\u0161 visoko toksi\u010dnih blata i teku\u0107ina koje se koriste prilikom bu\u0161enja dna, kao i rizike koje je identificirala Europska unija za off-shore\">The proposed content of the strategic studies does not include the risk factors that need to be considered such as oil spills, gas explosion, marine environment resik\u00a0from highly toxic mud and liquid used in bottom drilling, as well as the risks identified by the European Union for Offshore <\/span><span title=\"instalacije: dotrajala infrastruktura koja dosti\u017ee ili prema\u0161uje vijek trajanja, nejednaka &quot;kultura&quot; sigurnosnih mjera me\u0111u razli\u010ditim tvrtkama, manjak financijskih kapaciteta kompanija za pokrivanje tro\u0161kova sanacije \u0161teta koje su prouzro\u010dile.\">Installations: Ending infrastructure that reaches or exceeds lifetime, uneven &#8220;culture&#8221; of security measures among different companies, lack of financial capacity of companies to cover the cost of repairing the damage they caused.<\/span><\/p>\n<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">\n<p><span id=\"result_box\" lang=\"en\">In the existing liability regime, oil company can not always be identified as fully responsible, and part of the cost of sanitation often remains uncovered.<\/span><\/p>\n<p>Given all the above, we just have to conclude that the Framework Plan and the Program of Hydrocarbon Exploration and Exploitation is nothing else than gambling. Everything of value\u00a0in the Adriatic, tourism, fisheries, coasts, islands, traditions, biodiversity, protected areas, the government seems ready to put on black and play roulette.
